The settlement we have now, cant stand. The logic of both ruling Westminster parties, further deregulation, further prointisatvia, means that at some point they are going to collect funding at source rather than the tax pot. If we stay funded as we are, then we have to follow their lead. I dont see any serious move for fiscal autonomy coming from Westminster, indeed, as we saw with Lords reform, even if it were Manifesto promised, I doubt it could pass either House. Its time we accepted our situation as a kind of bigger Strathclyde, or went the whole hog.
